Bulking is such an ambiguous term. Some people bulk in a calorie deficit, some at maintenance, some in a surplus and some in a major surplus.

I would advise you manage your calorie intake according to your body appearance. If you have excess fat on your body, you don’t need to be in a surplus. Make sure you get enough protein and manage your calories to maintain or slightly lower your bf%.
