Is it possible to loose weight and get more toned as a woman without cardio? : veganfitness

I am currently at 150 lbs and 5 ft 2. I am allergic to most fruits and veg so I mainly eat carbs yet loosing weight is very hard. No matter how hard I workoit I still am fat because I cannot eat many fruits and veg. Cardio makes me literally throw up. Before I was vegan I was thin, now I am not. What shouod I do?
